Head Start Governance

Head Start is governed a little differently than many other programs.

  • The Office of Head Start sets national performance standards that each program must meet. 

  • Regional offices throughout the country provide support, guidance, and oversee the operations of all programs in their region. 

  • Each program is then governed through a three tier system, made up of a Governing Body, Parent Policy Council, and the Management Staff of the program.

  • Each Head Start also has to meet the regulations and standards put in place by their local and state organizations that oversee preschools and early care facilities.
